Competentia seeks an EHS Marine Specialist for a position located in Houston, TX supporting Gulf of Mexico assets. Description:

Ensure processes and systems in the Gulf of Mexico adhere to the Marine Standards and related Procedures 
Client Representative for Marine related HAZID, Risk Assessments, JSA,s 
Provides technical input to Marine related Synergy Cases 
Support Key Stakeholders in understanding and following the Marine Assurance Framework. 
Support global Marine standard development for client's Marine division

Responsibilities: 
Collaborate with GOM GSC Contract Specialist, GSC Category Manager, and Logistics to assess requirements and risks for Marine Statement of Requirements (MSOR’s) 
Evaluate marine contractors & vessels for compliance with the Hess Marine Assurance Procedure 
Vetting OVMSA (Marine Contractor ISM Code) 
Vetting OVID/CMID – Vessel specific Inspections 
Validate Performance Standards and Technical Specifications 
Identify and mitigate risks associated with required operations 
Ensure SIMOPS plans, HAZID'S, HAZOPS, Risk Assessments have been reviewed against all potential risks 
Ensure Shorebase and all WHP in Gulf of Mexico have current individual data cards, JSA’s, HAZid Templates, and appropriate risk-based Emergency Response Scenarios are documented and deployed 
Plan and deliver Marine EHS improvement campaigns (training, information bulletins, alerts etc) 
Perform/participate in audits and other reviews, e.g. process walk-throughs, SIMOPS plans, simulations, etc. 
Work with Marine TA’s across all Hess assets to form a network to assess and monitor marine standards and procedures. 
Work with GSC Category Management to establish standard Marine contractor KPI’s & expectations 
Update Marine Contractor /Vessel Spreadsheet & Archive Folders 
Conduct Rhythm Meeting with key stakeholders. 

Reviews all applicable marine regulatory requirements and provides guidance as required (Jones Act, Notice of Proposed Rule Making – NPRM etc) 
Maintain current knowledge of national, regional and international legislative requirements and practices to support company compliance with all relevant regulations 

Responsibilities: 
Ensures Safety and Environmental Management System (SEMS) requirements are met 
Reviews Technical Industry Guidance document and advises accordingly 

Job Requirements

15+ years offshore marine industry 
English language proficiency 
DP & Power Management Systems 
Class & Vessel Preventative Maintenance Systems
Master Mariner 1st Class 
SM Lead Auditor Certification 
Helicopter Underwater Escape Training (HUET) 
Bridge Resource Management Training 
OVID/OVMSA Inspector Certification
