Our Client is developing Mozambique’s first LNG Park which will meet the increasing world demand for a sustainable, reliable and cleaner source of energy. They are currently in need of TWO (2) Marine Safety & Security Superintendents. The position would be rotational in Mozambique (28/28). This is a LONG TERM Contract opportunity.

Job Summary

The Marine Safety and Security Superintendent will report directly to the Port Operations Manager and is responsible for all aspects of Marine Safety and Security. They will work as an interface with Client project HSE and Security teams as well as the State Port Authority Agencies to ensure standards are maintained with the Port.

The Marine Safety and Security Superintendent will oversee the development and implementation of the ISPS in conjunction with the Security Department and continue to work with them to make sure vessels comply with the ISPS procedures and completed any security documentation.


  • Class 2 Deck or Engineer Certificate, unlimited license
  • Minimum 6 years sea going experience including LNG Experience
  • Experience working with oil and gas terminals
  • Sailed as Chief Officer/ 2nd Engineer on either LNG, LPG Carriers or VLCC

Preferred Qualifications:

  • Preferably worked shore for shipping companies in the HSE department
  • OVID Inspector with a minimum of 1 years’ experience
  • Completed Shipboard Security Officer (SSO) and/or Port facilities Security Office (PFSO) course
  • Oil Tankers. Oil and Gas endorsement preferable


  • Familiar with small vessel operations e.g., tugs, pilot vessels.
  • Familiar with Oil and Gas Terminal Operations, including best practices.
  • Strong communication and teamwork skills.
  • Capable of working in a multinational environment, sensitive to the local culture and International workforce.
  • Strong computer ability and skills.
  • Fluency in oral and written English required; Portuguese language skills advantageous.
  • Advanced Training skills


  • Ensuring marine quality, safety and security activities are in compliance with the industry and the Facility standards
  • Exercise responsibility for marine quality and safety management
  • Organize and monitor vetting inspections of the vessels maintaining vetting records, relevant databases and questionnaires
  • Conduct on-board training, pre-vetting inspection and participate in the vetting inspections on board facility managed vessels
  • Liaise with all Stakeholders
  • Review and maintain the marine organization to provide safe and efficient movement of vessels and the support required by Stakeholders
  • Conduct Internal Safety Audits
  • Organize and take part in Emergency Drills
  • Liaise with management for Staff training requirements and standards


  • Work with Security departments and project representatives to develop and obtain the documentation required for ISPS certification
  • Assist security in developing, implementing and exercising the Port Facility Security Plan
  • Liaising and coordinating with security services, as appropriate
  • Undertaking regular security inspections of the port facility to ensure the continuation of appropriate security measures
  • Work with Stakeholders and security departments to completed documentation and clear vessels in a timely manner
  • Recommending and incorporating, modifications to the Port Facility Security Plan to correct deficiencies and update the plan, taking into account relevant changes to the port facility
  • Maintaining detailed records of occurrences that threaten the security of the port facility
  • Enhancing security awareness and vigilance to the port facility personnel
  • Oversee all training, including PFSO initial and refresher training.


  • Assure the project HSSES and Quality objectives are being followed
  • Report incidents and near misses immediately
  • Comply with a duty of care to ensure that safe practice is adhered to at all times.  In addition to any specific accountability for HSSES, be accountable for ensuring that they adopt exemplary safe behaviors.
  • Adhere to the Client Business Principles at all times under Conduct, Our People, Society and HSSES and to participate in relevant training.
  • Provide marine expertise to HSSES as required.
  • Adhered to all national and international laws, rules, regulations and recommendations.
  • Knowledge of industry statutory rules and regulations, vetting requirements

Travel Requirements

Travel is required in order to fulfill the responsibilities associated with this position. May be required to travel to various locations worldwide to compete Factory Acceptance Tests, vendor training, peer assist and reviews as well as any other meeting required.


Fluent oral and written knowledge of English. Knowledge of Portuguese is advantageous.

Work Schedule

Work schedule requires a minimum of 12 hours a day with 28 days on and 28 days off on a rotating schedule. ???????
