One of our clients is looking for a Technical Safety Advisor.

Position Summary        

The candidate shall define, verify, establish, maintain and follow up requirements, specifications, design and supply of technical safety, including philosophies, procedures, equipment design and evacuation solutions; for the unit. Ensuring that the unit meets the project objectives, Norwegian Shelf State requirements, industry & the client standards, guidelines and best practice for technical safety, reliability and cost.
The candidate position will reside within the HSSE Team.
For the project purposes the candidate will report to the Engineering Manager. 


Key Accountabilities    
  • The candidate will be working in a team to ensure that the engineering and construction and later installation work done by the supplier(s) is fully compliant with:
  • The production specifications as given in the project documents
  • Norwegian Shelf State regulations
  • NORSOK guidelines 
  • The clients Standards
  • The candidate shall support the project in following up technical safety in process safety design with and at the supplier(s). In addition to which the candidate shall support and facilitate HSSE performance improvement in the project and assist the HSSE manager in implementing project specific HSSE programmes.
Furthermore:
  • Responsible for all systems and areas on the unit with respect to implementation of the required process safety functionality as per Norwegian Shelf State requirements and given in PDO
  • Responsible for progress, coordination and quality in the bid technical review, clarifications, evaluation and marking of the project / contractor procurement process for safety equipment
  • Responsible for timely and quality in execution / attendance of reviews, HAZID and HAZOP's and corresponding reporting
  • Ensure preparation / review of ITT documentation and support bid technical review for the supplier(s) safety equipment package
  • Responsible for fire water systems area and equipment demand evaluations, review and calculations
  • Responsible for fire and gas detection system equipment and functionality evaluations
  • Responsible for establishment and quality assurance of all technical safety evaluations
  • Responsible for timely, quality and content of the establishment of all required technical safety and evacuation documentation or presentations towards PSA or other authorities if and when required
  • Responsible for the requirements to and documentation of SIL (IEC 61508/OLF Guideline 070)  evaluations for unit (including subsea and umbilicals, cables and infrastructure when relevant)
  • Responsible for selection of the best technical/economical solutions within discipline area 
  • Responsible for adequate documentation of all ALARP and other legislative processes and
  • requirements including adequate evaluations and conclusions related to technical safety issues
  • Responsible for technology selections and required technology qualification programs within area

Authority/
Influence over Resources       
  • Assist and advise the process and utility systems responsible engineers within process safety area
  • Assist and advise the area and layout responsible engineers within technical safety area
  • Ensure implementation of technical safety and evacuation requirements and solutions in design
  • Identify, monitor and ensure adequate relevant interface information within technical safety
  • Ensure progress and quality in all bid technical evaluations and clarifications within discipline area
  • Respond to and prepare adequate TQ, Deviation, NCR's and Risks within discipline area
  • Identify, monitor and ensure updated/adequate system functional requirements within area
  • Propose, participate, initiate, conduct and participate in audits, review, HAZID, HAZOP etc within resp. area
  • Continuously evaluate the contractors focus, resources, competency and priorities in responsible area
  • Report deviations, lack of understanding and implementation through line and via HSSE
  • Ensure Norwegian Shelf State compliance with all adequate NORSOK standards and the clients / HSSE requirements
  • Ensure compliance with specific requirements for technical safety and evacuation

Authority for Change    
Shall have the authority to make recommendation and assist in the changes for improvement in the HSSE performance of design, construction and installation.

Internal/
External Interaction    
  • The candidate will work in close co-operation with the contractor and will report to the project HSSE Manager.
  • The candidate will also interact with the HSSE group of the project.
  • Carries out analysis and resents HSSE recommendations at a project and project management level. Actively interfaces with supplier(s). Scopes and manages external consultants’ work for both routine and non-routine work. Is able to influence internal and external stakeholders for improvement in HSSE

PERSON SPECIFICATION        
  • Experience Needed      
  • Engineering Degree (process/mechanical)
  • Experience with Engineering, Construction, Installation and Operation of offshore facilities internationally or preferably on the Norwegian Continental Shelf.
  • Knowledge in Norwegian legislation and NORSOK standards.
  • Fluent knowledge of English

  • Knowledge of Norwegian Shelf State Regulations wrt offshore oil and gas exploration and production
  • Knowledge of relevant Norwegian legislation
  • Knowledge of NORSOK standards
  • Knowledge of Norwegian language is an advantage though not a requirement
